Nakuru County Government Jobs: County Executive Committee Members, County Public Service Board Chairperson, Secretary and Members

Nakuru County is situated in the central part of the Great Rift Valley with a population of approximately 2 million people. 
The County’s main economic activities include agriculture, tourism, energy, trade and industries. 
In line with the Constitution of Kenya, 2010 and the County Government Act, No. 17 of 2012, the Governor’s office wishes to recruit competent and qualified persons to fill the following positions.
County Executive Committee Members (10 Posts)

The Constitution of Kenya, 2010 provides for the following:-
  • The establishment of Nakuru County (First Schedule Art 6 (1) No. 32.
  • Appointment of County Executive Members by the Governor with approval of the County Assembly (Art 179 (2) (b).
  • Functions of County Executive Committees (Art 183).
Further the County Government Act No. 17 of 2012 Section 34 provides for Executive Authority of the County Executive Committee.

In accordance to the above provisions, the Office of the Governor seeks applications from highly qualified result oriented and self motivated persons for the position of County Executive Committee members in the following portfolios.
  • Finance and Economic Planning
  • Agriculture,Livestock, Development & Fisheries
  • Environment, Energy,Natural Resources&Water
  • Health Services
  • Education, Culture, youth Affairs and Social Services
  • Lands,Physical Planning and Housing
  • Roads, Public Works and Transport
  • Public Services Management
  • Trade, Industrialization, Tourism and Wildlife management
  • Information, Communication and e-government
For appointment to the above position a candidate must be:
  • A Kenyan citizen
  • Holder of at least a relevant first degree from a recognized University In Kenya
  • Satisfies the requirements of Chapter Six of the Constitution
  • Has knowledge, experience and distinguished career of not less than five (5) years in the field relevant to the portfolio of the departments to which the person is being appointed
  • A member of the County Executive Committee shall not hold any other state or Public Office
Functions of the Executives Committee member:

In addition to the functions provided under Article 183 of the Constitution, a County Executive Committee member shall:
  • Supervise the administration and delivery of services in the County and all decentralized units and agencies in the County,
  • Perform any other functions conferred on it by the Constitution or national legislation,
  • Carry out function incidental to any of the assigned functions
  • In the performance of its functions, a County Executive Committee shall have power to determine its own programme of activities and every member of the Committee shall observe integrity and disclosure of interest in any matter before the Committee
County Public Service Board

Chairperson Of The County (1 Post)

Qualifications and Requirements
  • Be a Kenyan citizen
  • Be a holder of a first degree from a recognized University in Kenya
  • A masters degree will be an added advantage)
  • Satisfy the requirements of Chapter six (6) of the Constitution of Kenya 2010 on leadership and integrity
  • Have knowledge and a working experience of not less than ten years in Administration and Management
  • Be a professional who demonstrates absence of breach of the relevant professional code of conduct
  • Not be a public or state officer
  • Understand the diversity within the county
  • Be capable to work under pressure to meet strict deadlines
  • Be a visionary and strategic thinker
  • Be committed and dedicated in his/her work
Duties and Responsibilities
  • Establish and abolish offices in the County Public Service.
  • Appoint persons to hold or act in office of Public County Offices including in the boards of urban areas within the County and to confirm appointments.
  • Exercise disciplinary control over and remove persons holding or acting in those offices as provided for under this part.
  • Prepare regular reports for submission to the County assembly on the execution of the functions of the board.
  • Promote in the county public service the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya, 2010;
  • Evaluate and report to the county assembly on the extent to which the values and principles referred to in Articles 10 and 232 of the Constitution of Kenya 2010 are complied with in the county public service;
  • Facilitate the development of coherent, integrated human resource planning and budgeting for personnel emoluments in the county;
  • Advise the county government on human resource management and development.
  • Advise county government on implementation and monitoring of the national performance management system in the county.
  • Make recommendations to the Salaries and Remuneration Commission, on behalf of the county government, on the remuneration, pensions and gratuities for county public service employees.
Secretary of the County Public Service Board (1 Post)

Requirements and Competencies

For appointments to this position, the persons should:
  • Be a Kenyan citizen
  • Be in possession of a first degree from a University recognized in Kenya.
  • Have a working experience of not less than five years in Administration and management.
  • Satisfy the requirements of Chapter Six of the Constitution on leadership and integrity.
  • Be a professional who demonstrates absence of breach of the relevant professional code of conduct.
  • Not be a public or state officer.
  • Understand the diversity within the County.
  • Be a Certified Public Secretary of good professional standing
  • Be visionary and a strategic thinker.
  • Have capacity to work under pressure to meet strict deadlines.
  • Be committed to be part of a team that will enable the County Government achieve her vision.
NB: Masters Degree will be an added advantage.
Member of the County Public Service Board (5 Posts)

Qualifications and Requirements:
  • Be a Kenyan citizen
  • Be a holder of a first degree from a recognized University in Kenya
  • Satisfy the requirements of Chapter 6 of the constitution of Kenya 2010 on leadership and Integrity
  • Have knowledge and a working experience of not less than five years in Administration and Management
  • Be a professional who demonstrates absence of breach of the relevant professional code of conduct
  • Not be a public or state officer
  • Understand the diversity within the county
  • Be capable to work under pressure to meet strict deadlines
  • Be visionary and a strategic thinker
  • Be committed to be part of a team that will enable the county government achieve her vision
